What Is IRS Currently Not Collectible Status and How Does It Work?

Currently Not Collectible (CNC) — also known as "hardship status" — is a formal IRS designation that temporarily suspends all active collection against a taxpayer. When your account is in CNC status, the IRS will not garnish wages, issue bank levies, or take other enforcement action to collect the debt. The clock on the 10-year collection statute continues to run.

CNC is not debt forgiveness. The tax debt still exists, interest continues to accrue, and the IRS will periodically review your financial situation to determine whether to resume collection. But for taxpayers in genuine financial distress, it provides critical relief.

Who Qualifies for IRS Currently Not Collectible Status?

To qualify for CNC status, you must demonstrate that paying your tax debt — or even making minimum installment payments — would prevent you from meeting basic living expenses. The IRS compares your monthly income against your allowable monthly expenses (using IRS National and Local Standards for housing, food, transportation, and healthcare).

If your allowable expenses equal or exceed your income, with no meaningful assets to liquidate, the IRS will typically grant CNC status.
